Project: Peshawar Sustainable BRT Project

Due to rapid urbanisation throughout Asia, the Asian Development Bank agreed to support the development of the Peshawar Sustainable Bus Rapid Transit Corridor (BRT) Project. The Transportation Consultancy (ttc) has been appointed to undertake the role of 'Project Schedule Specialist'.

The Project Schedule Specialist’s role involves the integration of the numerous consultant work packages for the project into an overall Integrated Master Project Schedule to enable assistance in the planning and scheduling of the different work packages. This important role also works to identify potential issues early in the project, in the aid of minimising the risk of delays in the future.


About the Peshawar Sustainable BRT Project


Peshawar is the capital of Khyber Pakhtunkhwa (KPK) province of Pakistan and is considered to be a gateway to Central and South Asia. It has been of historical importance to the area for over 2,000 years. At present Peshawar has a population of approximately 1.6 million and this is expected to rise to 3 million by 2030.


Until recently, there was no policy or an institutional setup to plan, regulate, coordinate, implement and manage the operations of a mass-transit system in KPK, under these conditions, the organisational framework for urban transport was fragmented with some 14 key departments/agencies playing a role in the management of Peshawar’s road network, public space and public transport services. Current public transport vehicles in service typically exceed 25 years of age.


Since 2014 the Government of Khyber Pakhtunkhwa (GoKP), with the support of the Asian Development Bank, has been preparing for the BRT. Initially the Pre-Feasibility study confirmed the need for the project and this then resulted in the next stage of the project preparation through a Cities Development Initiative for Asia Technical Assistance to develop the legislative framework and link the Peshawar BRT project to ADB financing. This involved drafting the necessary legislation and the creation of two key institutions, namely the Khyber Pakhtunkhwa Urban Mobility Authority (KPUMA) and the TransPeshawar Company.


KPUMA has a province wide remit to develop urban mobility policies, prepare the relevant urban mobility masterplans for submission to the Provincial Government for approval and funding. TransPeshawar is a Government owned company registered under Section 42 of the Securities and Exchange Commission of Pakistan. TransPeshawar, although managing the BRT and supporting system on behalf of KPUMA, has its own Board of Directors, operational autonomy and is ultimately responsible for the implementation of all components of the project, the procurement of fleet, automatic fare collection systems, other services and contractual responsibilities to manage the system on a day to day basis.


A third generation BRT system


The Peshawar BRT system is a third generation system where buses will operate on both the BRT median alignment as well as on adjoining corridors serving kerbside stops. This is to provide improved public transport services to the maximum benefit of all residents rather than just those within walking distance of the dedicated BRT alignment.

The dedicated BRT corridor is 26 kilometres with 31 stations. This alignment consists of 15 kilometres at grade, 8 kilometres of elevated section and 3 kilometres of underpasses. It is a dedicated median BRT alignment from Chamkani in the east via Sadar (the city centre) to Hyatabad in the west with direct services planned for Warsak Road, Charsadda Road, Kohat and Bara Roads. In total the system is being designed to carry over 450,000 passengers per day with an estimated fleet of 370 buses.


These buses will have doors on both sides to enable them to operate on the BRT corridor with median stations and on eight feeder routes serving kerbside stops. All buses will be air-conditioned and have free wifi for passengers. The service pattern on the BRT alignment will provide for limited stop services to provide additional passenger benefits while minimising operating costs. Construction of this $USD550million investment commenced in October 2017.
